Voter Lists
A voter list is a named group of voters your campaign wants to work with. Use a list to organize outreach, track contact results, create walk packets, or choose an audience for an SMS survey.
For example, create Fernandina Beach — September outreach, add the voters you want to reach, then divide the list into neighborhood walk packets for your team.
Lists, packets, and exports

Creating a packet keeps its voters in the parent list. Contact results recorded in the packet are reflected in that list. Downloaded files do not update when your team makes changes in Neurelect.
Create and fill a list
Owners and managers can create lists and add or remove voters.
- Open Lists in your campaign dashboard and choose New List.
- Give it a name that describes the audience and purpose, such as Fernandina Beach — September outreach.
- Add voters using one of the options below.
- Open the list and review its members before assigning work or exporting.

A custom list saves the voters you add. It does not automatically rerun your targeting filters as voter data or election activity changes. If you need an updated audience, run the filters again and review which voters to add or remove. Adding new matches alone does not remove voters who no longer match.
A voter can belong to more than one list. Adding the same voter to a list again does not create a second member in that list.
Choose what to do next
- Canvass a neighborhood: open the list’s Walk Packets tab and create a packet.
- Review or update results: use the list’s voter table to record contact outcomes and review progress.
- Work in a spreadsheet: use Export to Spreadsheet. Check whether you are exporting the parent list or a specific packet.
- Send an SMS survey: select the list as an audience when setting up a survey. Reach depends on available mobile phone numbers, so the number of recipients can be lower than the list’s voter count.
Understand contact results
Contact results belong to a voter within a list. A packet shares those list records; it does not create a separate set of results. Do not assume that a result on one list updates the same voter on every other list.

Not Home is a recorded outcome. It leaves the pending group even though no conversation took place. Use the Not Home filter to plan another attempt. Progress therefore measures recorded outreach, not just completed conversations.
Yard-sign requests and notes capture additional follow-up information. They are separate from the four contact outcomes. If you record an outcome by mistake, choose the correct outcome or use Mark Not Contacted in the voter table.
Share work with your team
Owners and managers manage lists, packets, and assignments. Members can see all campaign lists and packets and record contact results. Guests see only lists and packets they are assigned to. A link alone does not grant campaign access.
Use packet assignments to give volunteers a specific area to work. Assigning a teammate to a list and assigning them to a packet are separate choices; check the packet’s assignees before sending someone out. See Roles & Access.
Common questions
Does importing a CSV replace the voter file?
No. Importing matches voter IDs to Neurelect’s existing voter records within your campaign’s jurisdiction and adds matching voters to your list. It does not upload new voter profiles or replace their names, addresses, or phone numbers.
Why are there fewer map points than voters?
Several voters can share an address. Map points represent locations, while list and packet voter counts count people. Voters without usable map coordinates may not appear on the map. Review the voter table when checking who is in a list.
Does deleting a packet delete its voters?
No. Deleting a packet returns its voters to the parent list’s pool of voters without a packet. Their recorded results and notes remain on the list.
Is removing a voter the same as marking them Not Contacted?
No. Remove from List removes list membership. Mark Not Contacted keeps the voter in the list and clears their contact outcome. Use the latter to correct an accidental contact result.
